UPAN - United Panceltic-Anglo Nations

One nation, two flags.24/05/2026

UPAN Flag / Simon JeppsUPAN... My deepest heartfelt vision, a United Celtic-Anglo Kingdom, or 'nations'. I would call this United land, The UPAN = United Panceltic-Anglo Nations ~ its flag beheld to the right.

As I have mentioned in various places previously, the Welsh have never had proper representation on the UK Flag (Union Jack) ~ it is an ancient story, but regardless of notions and attempts to include the Welsh Dragon on the UK flag, it has nevertheless never happened. Yet perhaps even more astonishing is that it neither even appears on the Royal Standard Flag Of The United Kingdom.

Whilst historically at one point in medieval times the official flag of England, sans Scotland or Ireland, today the Royal Standard has evolved purely for royal purposes. This is an alternative UK flag, being the banner of arms of the monarch of the United Kingdom, currently Charles III. It consists of the monarch's coat of arms in flag form, and is made up of four quarters containing the arms of the former kingdoms of England, Ireland, and Scotland.

Royal Standard Of The United Kingdom

Yet NO inclusion of Wales and with TWO quarters of the English 3-Lions! Indeed this is because Wales was conquered and 'absorbed' into England ~ yet even today, Wales is nevertheless a Country of its own sovereignty regardless of its inclusion in the Kingdom and devolution is always an ongoing topic of discussion and even practice to some extent.

Thus what I would like to see is a TRUE flag, one which honestly and respectfully includes not just all nations, but in a way which reflects all cultural spirits in unity. Thus the two flags seen here are my creation of this ~ A Panceltic-Anglo unity, with a 4-nation government, thus removing Westminster as the overseeing authority and implementing a new power-sharing body ~ preferably based on the Isle Of Man, or failing that, Stormont.

Indeed the reunification of Ireland and abolishment of the monarchy is also a deeply heartfelt goal. Herewith in addition to a 4-nation government and governing President, UPAN would have an elected Tzar as a 'Head Of State Representative' instead ~ carrying out duties similar to that of a King, but not of any 'royal' stature or rule.

Each nation would retain their own local government, such as Westminster for England, but they would serve purely for efficiency of implementing UPAN legislation & practices unto their own land.

The Isle Of Man would serve greatly as the UPAN Capital since it is situated in a neutral region of the Irish Sea and pretty much an equal distance from all nations. It could become a purely 4-nation administrative island, with equal cooperative claim, similar to the Antarctic treaty. That would be really cool and interesting, however it would be inconvenient perhaps for the public to visit unless infrastructure was improved; for example Sea Tunnels, or a network of bridges ~ now that I'd love to see, you could drive all across UPAN from any nation!

Another note, this time on the Tzar ~ whilst of no 'royal' stature or rule, it would perhaps be wise to grant this position emergency powers, should in case of dictatorship and following a majority vote, a rogue government needs to be removed somehow. Also of course, depending how UPAN first comes into being, the 1st Tzar may be elected purely by ministers & officials, before eventually successors become elected through a democratic system unto the new civilisation.

In any case UPAN is a most beautiful concept with a most beautiful flag and I feel such a peaceful dream deserves to become reality.

Aside from my deep identification with all that is Celtic and my spiritual love for Dragons, I am nevertheless an old-fashioned Englander at heart, from Robin Hood to Mary Poppins, and have a deep adoration for the Royal Standard Flag, if not the 'Royalty' itself. Herewith I propose a new version, which includes the Welsh Dragon and whereby all nations are represented in their relative geographical positions unto the quarters.

I know, people more commonly picture Scotland above England with Wales to the left. Indeed we have borders in that way, but if you look again at the UK map and consider how you would balance the coloured quarters of the UPAN flag, you will notice Scotland is mostly leant over to the West and actually above Ireland, leaving England & Wales to their own domains. So this is how I designed it.

I have featured the Yellow Dragon of the Welsh government, rather than the official Red Dragon of the Country and this is because after numerous designs, the balancing of colours and rotation of quarters deemed this the most suitable for the final Flag.

UPAN Flag / Simon JeppsYet may we never forget, a true nation is made of real people and so we must have an identity that reflects our understanding of and respect for a truly peaceful civilisation.

So here on the right I have composed an abstract version of the UPAN flag seen top of page. Of course it is fine to have an elaborate detailed flag, but if considering the average citizen who will want to reproduce it, then an abstract sister version only makes perfect sense.

It took some time and thought designing this, but I really felt so deeply to make it, because in all honesty if monarchy really stood for the people or anything at all, then we would already have an abstract version of the Royal Standard Flag today, instead of a psychedelic kaleidoscope of 'royal-half-crosses'.

Which of course it doesn't and never has, which is why UPAN is the future.

Thank you for reading.
